What difference will it make to have a provisional license or a full licence?
This depends on the attitude of the insurer. More insurers will offer you insurance if you have a full licence so generally that means better premiums.
However many insurers take the view that as a learner you are supervised and that as a first time driver unsupervised you are more likely to claim.
